Born in La Spezia on October 13, 1960, Gianfranco Borrini obtained the high school diploma at Liceo Classico Costa and graduated in Law with honors (110/110 cum laude) from the University of Bologna, with a thesis titled “La libertà di circolazione ed il diritto di stabilimento degli Avvocati in Europa”.

Since 1988, he has been practicing law in La Spezia (Via Tommaseo 25), with a specialization in civil law, maritime and transport law, international and customs law, administrative law, and civil, medical, and professional liability. Since January 2012, he has been a Local Partner at Zunarelli – Studio Legale Associato, where he primarily handles civil and customs matters related to port operations, transport, and logistics, providing legal assistance in both litigation and commercial negotiations. He advises a wide range of companies and entities operating in the maritime and port sectors.

Former lecturer in International and European Community Law in professional courses organized by CISITA, Scuola Superiore di Amministrazione, Marketing, Tecnologia Aziendale in La Spezia and Parma.

He deepened his knowledge in the philosophical-legal field through participation in the Seminars on Political Philosophy and Theory of the State, held by the Chair of Philosophy of Law at the University of Florence (Prof. L. Lombardi Vallari) during the academic years 1987–88, 1988–89, and 1989–90.

He was a speaker at the seminar “Extra-Territorial Application of US Law” organized by the International Association of Young Lawyers (AIJA) in Vail, USA (1998).

He serves as legal advisor to the association “La Famiglia” of La Spezia.

He attended advanced courses in Private and Public International Law at the Hague Academy of International Law, held at the UN International Court of Justice in 1984, 1986, and 1987.

Bar Examiner at the Court of Appeal of Genoa for the 2007 bar exam session.

Former member and member of the executive committee of AIJA – International Association of Young Lawyers.

He participated as a speaker in various courses and conferences on port law, administrative law, transport law, and logistics.

He participated in various conferences on Banking Law organized by the Luigi Einaudi Foundation and attended the seminar “Restrictive Trade Agreements in EC Competition Law” held in Verona on May 6, 1994, organized by AIJA in cooperation with Cassa di Risparmio di Verona.

He also participated in the study seminar “Pubblica Amministrazione ed Europa”, organized by the University of Rome and the Scuola Superiore della Pubblica Amministrazione, held in Rome in February 1989.

He was a speaker at the conference “Economia del mare, motore di sviluppo del territorio” held on 19 December 2015 at the Chamber of Commerce of La Spezia, as well as at the conference “Porto e Città” organized by the Region of Liguria on 7 April 2017.

Member of A.A.A. – Association des Auditeurs et Anciens Auditeurs de l’Académie de Droit International de La Haye, The Hague, Netherlands.
