Elena Illica Magrini has been collaborating with the Bologna office of Zunarelli – Studio Legale Associato since 2004, the year she graduated magna cum laude from the University of Bologna with a thesis in Navigation Law; she obtained a Ph.D. in European Transport Law in 2008.

Member of the Bologna Bar Association since 2008, she has extensive experience in administrative and transport law, with a particular focus on public law aspects.

She provides legal counsel to major operators in the land and maritime transport sectors as well as to public entities, including public companies. Her expertise covers areas such as local public transport and public services in general (including procurement procedures and award systems), local government law, urban planning, environmental and landscape protection, construction law, state aid, and public funding mechanisms.

She is also active in civil and administrative litigation related to these areas.
