Through decree no. 302 of 14 April 2016, the Russian government established the creation of the special economic zone of Uzlovaya, in the Tula Region, which is located about two hundred kilometers from Moscow. The newly established special economic zone covers an area of 471 hectares and, in addition to enjoying a perfect position thanks to its proximity to infrastructures and transport in the region, it is also self-sufficient in terms of commodities (electricity, water and gas). Also because the Tula region is one of the most industrialized regions of the Russian Federation, Uzlovaya is characterized by being a special economic zone for industrial use. In the coming months, as the creation of the special economic zone will be completed, it will be possible to appreciate the benefits for which foreign investors will be eligible, if they decide to operate at Uzlovaya.
The benefits resulting from the special economic zone, however, are not the only peculiarity that might be available to foreign entrepreneurs in Tula. Indeed, already in 2010 with the regional law 1390-ZTO, the Tula Region planned tax incentives in case of direct investments, which allow investors to enjoy a limited taxation on profits (15.5%) and no tax (0%) on property, for a maximum period of four tax years.
The Tula region, therefore, could prove an excellent gateway to the Russian market, not only thanks to its proximity to the capital, but also to the benefits and incentives from which foreign investors can benefit.
